Looks just like an 80s control. It could be climate control. The climate control I'm familiar with on many cars has either a temperature or "auto" button. It could be built in and automatic.

I seem to see 3 settings on the plug. Level one must be the position with 1 dot. It allows the main plug to plug into the 120v adapter. 2 dots looks like it might plug into my dryer outlet, although the lower prong is different. Maybe it plugs into 14-50 also. 3 dots might be 14-60.

That outlet requires 20 amp wiring from the breaker box. But a regular outlet is also allowed to be wired to 20 amps. So you can be pretty sure the 5-20 is 20 amps but a 5-15 outlet could be either.
I try not to ever let a shop touch my lug nuts. If I need a wheel balanced or a tire repaired I carry it in. I buy tires from TireRack and have them delivered to the the tire shop and bring the wheels in. I have AC equipment and wheel alignment equipment. These pay for themselves with one use.
