...or perhaps a single root cause (the Purpose Of a System Is What It Does) with multiple facets and, as @Letas points out, a convenient CAFE scapegoat.
The original question is "When we talk about payload and towing, what is the limiting factor?" and suggests that it could be axles, battery, motor, etc...
The limiting factor is cost.
Or maybe cost is a meta-factor, if you will.
@atreis eloquently worded it this way:
So a follow-on question...
CEO Jim Farley has just thrown the century old Ford production philosophy in the trash and told his engineers to start with a clean sheet of paper. A stroke of genius or a final desperate act of madness?
One of the comments:
I want an EV in the worst way! But I can’t afford to pay nearly...
I wonder if Jeff Jablansky (head of P.R.) has any people gathering video footage and photos that can be made into a documentary.
Seems like there's P.R. potential in that.
Here's an article about the Demo Day event, written by someone named Scooter Doll.
Slate to retool a production facility in Indiana, where it expects to create 2,000 jobs

This one's just a five-minute interview with Mark Fields, former Ford CEO, where the topic is Slate.
Incidentally, the well-produced 15-minute CNBC video from two weeks ago has 717K views now.

One fun strategy would be to keep the steel wheels and put AT tires on those.
Run the sporty street wheels and tires during Summer and the steel wheels with AT tires during Winter.
I wouldn't be surprised if some range was held in reserve and the indicated range is gradually adjusted with firmware updates.
Made-up Example:
New: 100% indicated is 95% actual
Later: 100% indicated is 97% actual (after actual has diminished)
Keeping maximum range artificially more consistent...

My original idea was to install the Lift Kit and some tires that have some off-road grrr. Now I realize the Truck is more like a car than a truck. Off-road tires are essentially decorative.
My replacement idea is to lower the Truck and install lightweight wheels and sporty tires (in a...
What I'm saying is: Any and all.
Pick your favorite. When making that choice they chose not to increase cost to achieve extra towing capacity.
Edit:
They're Systems Thinkers that determined parameters, including towing capacity, and designed to those parameters.
Bonus feature of that: IMHO...
