Part of the issue with the idea of "young people trying to start a family" is that many young people just aren't.
Between the economy, job insecurity, politics, climate etc. There are lots that either can't afford kids, can't afford health care, don't want to bring kids into what's going on, etc.
Birthrates are down, but not necessarily a crisis, the worry for decades has been too much population growth.
But this all means there is a growing group that doesn't need, and doesn't plan to need somewhere to buckle in car seats.
