Loopholes. Slate will "sell" it to a "(Carvana?) dealer" in a different state, then transfer it. This is a bunch of crap to get around the state rules. I'm in NC and we deal with this too.
A similar example is when I bought a used car a few years ago by Autotrader's Private Seller program, which uses an escrow broker, they transferred the North Carolina seller's title to Washington (Washington!), then transferred it to me back in NC.
It went pretty easy and seamless. I expect something similar with Slate. The intermediary state may be Illinois. We'll see.
