On top of that, what if my state is anti-DTC? Rivian makes NC residents get a delivery from VA or another state. If Slate does that for me, we're looking at 170 mile drive on interstates (assuming Carvana, Richmond VA), which pretty much means I'll have to charge on the way home. I've never charged before, so I'll be having my first-time-charging-experience under stress. I won't be happy about that.

IMO, the idea of Repair Pal as a delivery point is ridiculous, and I don't understand why anyone even entertains this.
the partner has to be an outfit that is experienced with, and has the facilities to handle deliveries from car carriers.
this means, space, insurance and other aspects I'm not aware of, but exists.
It can't possibly be just any old business, peripherally connected to autos.
It simply isn't logistically possible to make 10's of thousands of new vehicle customer delivieries with Bob's corner store. It must be an operation that can handle multiples, simultaneously. How many of these organizations exist not named Carvana, Carmax or CoPart (LOL), I have no idea...

Being an OEM, Slate will probably use the same logistics system the other OEMs use is my bet. That gets their trucks into all the major auto delivery hubs on the US train system (@GaRailroader knows it best). Then the "last mile" to wherever Slate will have for customer delivery points set up. TBD...we are all wildly curious, for sure.

It is not "federally mandated". It is mandated by the auto companies and cannot be waived. This is longstanding tradition in the auto industry and not a law. The law only mandates that the destination charge be printed on the “Monroney” label. It's a separate charge from the Manufacturer's Suggested Retail Price that the customer is mandated by the auto company to pay. The Federal Monroney law just makes clear that not everything you pay for when buying a car is the car. It also stops dealers from double charging. Because who loves double charging more that car dealers?
The corner store is just one of Bob's many entrepreneurial endeavors. Just outside the town limits is his pick-and-pull emporium, and he gets lots of vehicles dropped off there by various various trucking concerns (mostly tow trucks, admittedly, but he has plenty of space for full length tractor trailers).
