It is not really on the backs of Taxpayers. Not sure why so many think that. if you take ANY deductions on your income taxes every year you are doing the same thing. it is just a credit on the taxes that you owe/pay. Not on anyone else having to pay it.

Wouldn’t the front vents supply ventilation since the rear cab partition will be removed? Of course the way the dash is designed I suspect it would be easy to create a duct from the front vents. Possibly 3D printed.

A simple folding hardcover would be my preference. Soft covers are great for keeping rain and dirt out of the bed but offer no theft protection. The SUV style top is great but negates the ability to use it as a pickup.
