Pretty sure the order windows are mostly based geographically.
They probably looked at the zip code level data of where people were ordering from several months ago, and determined the high order density areas to set up the first waves of pickup locations, whether that's carvana, carmax, or a fenced off empty lot they can rent. Then they assigned people within a certain range(at max <200 miles, probably less) to pickup windows based on that, based on when you reserved, but all we see from the outside is the Q1, Q2, 2027 or TBA windows. If they got 10k conversions in the first hours, those Q1 locations may each have 1k or more reservations within 100 miles, just as a guess, maybe more. They may have 1k conversions already.

It will probably be months before we hear anything more about specific locations. The checkbox about earlier delivery was at the end of the process, and you had to scroll to it.

The email I got after pre-ordering says

Remember, you can always add new accessories, even after you’ve purchased your vehicle. 2. Purchase it. As early as DEC '26 We'll notify you when it's time to purchase your Slate and the accessories you picked. 3. Delivery Jan - Mar 2027 Once your Slate is ready, you can choose pick-up or delivery (more details on that when the time comes).

I expect that they do expect to deliver all Q1 orders by March barring some massive problem, allowing a buffer for some unavoidable delays. If those delays don't happen, they may start offering some early reservation people the chance to move to December delivery, but that wouldn't happen until November, maybe October.
