As far as everything I've seen posted, everyone's been saying you currently have to take delivery before the deadline to get the credit.

No, as long as there a binding agreement before 9/30 you are good to go.
This would apply to custom builds, special orders, or in this case of the Slate, a new model.
With a binding agreement (non refundable) taking delivery anytime after the 9/30 deadline and still claim the $7500.

That would be interesting. Not that it would affect whether I purchase but might affect choice of accessories.
