Safety requirement. If someone gets trapped in there, they have a way out. Yes, that someone would have to be small. The regulations call out for a 3 year old dummy child. I think a 3 year old could fit in here. As a matter of fact, I think the frunk would be an enticing place for children to play (try to remember back to your 3 year old brain, or watch your kids play hide and seek).
BTW, if you read that whole regulation, there's a lot to it, including a special section for frunks. The release must be "complete" if the vehicle is stationary or moving under 5 km/h. Over 5km/h, it has to "pop" a bit, but not completely open. This is how regulations have added cost and complexity through the years, and why it is difficult to just run an inflation adjusted comparison of a 1980 single cab truck. And for this particular requirement, it is also why you don't see cars suddenly have their hood open on the highway and fold back to the windshield, as was alarmingly common when I was child.

If your drive your Slate with your 3 year old accidentally in there, they hopefully will see the little shiny button and press it. Then they'll get some air, and hopefully you will notice the frunk is ajar. Then you will question your life choices and your child's life choices.
